Archive News in Year 2009August 2009ST Electronics Awarded Contract By Singapore Land Authority To Build Automated Land Titles Registration System Singapore, 3 August 2009 — ST Electronics today announced that it has been awarded an S$8.2m contract by the Singapore Land Authority (SLA) to transform its Singapore Titles Automated Registration System (STARS) into an integrated land titles registration system for both private and HDB properties. The new system, or STARS 21, will make title search, lodgement and registration more efficient and convenient. This system is ST Electronics’ first such project. The contract is awarded to ST Electronics’ wholly-owned subsidiary, ST Electronics (Info-Software Systems) Pte Ltd. STARS, the computerised land registration system for private property was launched in 1995 and all title searches, lodgements and registrations of private properties are carried out electronically. With STARS 21, 800,000 HDB titles and 3,300,000 HDB documents, which form about 80% of the Registry’s records, will be progressively computerised. Work on the project has begun and is expected to be completed by end of 2013. STARS 21 will allow title and document searches to be carried out around the clock. Lawyers will be able to lodge HDB documents and conduct searches on HDB titles from their offices, similar to the current processes for private properties. Lawyers will also be informed via email or fax when the documents have been registered and the certificates of title are ready for collection. Data interface with other Government agencies such as the update of address and verification of stamp duty payments will also be handled by the system. STARS 21 is designed based on Service-Oriented Architecture (SOA) framework. The system, consisting of software services and infrastructure, enables business agility and fosters re-use. It offers SLA greater flexibility in leveraging information and services within the existing systems and to further collaborate with the government-wide system.
This contract is not expected to have any material impact on the consolidated net tangible assets per share and earnings per share of ST Engineering for the current financial year.
SLA (Singapore Land Authority) is a statutory board with the Ministry of Law. Its mission is to optimise land resources for the economic and social development of Singapore. SLA is responsible for the direct management of some 14,000 hectares of State land and about 5,000 buildings. It is also in charge of land sales, leases, acquisitions and allocation, developing and marketing land-related information, and maintaining the national land information database through digitised land information services. SLA is also the national land registration authority for property transactions, and the issuance and guarantee of land titles in Singapore.
