Botswana Government Commissions
e-Government Crime And Criminal Recording System Implemented By ST Electronics

Singapore, 17 January 2007 — Singapore Technologies Electronics Limited (ST Electronics) today announced that the Botswana Government has commissioned a Crime and Criminal Recording System (CCRS) that it implemented for the Botswana Police Service (BPS).  Commissioned on 31 October 2006, the CCRS was delivered by ST Electronics’ wholly owned subsidiary, ST Electronics (Info-Software Systems) Pte Ltd, as a complete end-to-end solution to fulfil the technology refresh programme for the BPS.

CCRS leverages on internet-based technology and the Botswana government’s digital network to aid the BPS in crime and criminal management to keep its communities safe.  CCRS’ key functionalities include a role-based workflow management of incidents, recording of cases and criminals, crime analysis, criminal intelligence, business intelligence, audit trails, document management and network connectivity among 78 police stations country-wide in both online and offline modes.

The system is also able to integrate with external interfaces within the Government, thus enabling real-time access to databases.  This provides critical information such as national identification, vehicle registration and driver licence numbers.  A Geographical Information System (GIS) capability is also available to identify current and potential crime sites by examining complex and seemingly unrelated criteria, and displaying them in a graphical layered, spatial interface or maps.

With the CCRS implementation, BPS is now able to collect, manage and share crime and criminal information more efficiently, resulting in increased effectiveness to fight crime. Furthermore, crime analysis, criminal intelligence and business intelligence can now be performed more comprehensively to improve operational management, policy formulation, and enhance pre-emptive responses to prevent crime.

We had confidence that ST Electronics would deliver an innovative and effective system because of their extensive experience in providing secure solutions for public sector users especially in the areas of national ICT and homeland security. Their expertise and dedication have exceeded our expectations and we now have a solution that will achieve our aim for significant improvement in our law enforcement efforts with this innovative system.

Edwin Jenamiso BATSHU
Police Commissioner, Botswana Police Service

A key differentiator in ST Electronics' value proposition is that our solutioning and delivery is tailored to the economic and infrastructural conditions of our customer. Our commitment to Botswana was further strengthened when the President of Botswana, H.E. Festus Mogae visited us recently. We are very encouraged by this success in a new market like Botswana and look forward to more opportunities in the African continent.

CHANG Yew Kong
President, ST Electronics (Info-Software Systems)

Botswana is one of the most forward-looking countries on the African continent, and has begun in earnest the drive towards applying extensive e-Government solutions in ICT and electronics. It is a modern and wealthy country, with successful and large diamonds, minerals and cattle rearing industries. Botswana’s vision is for the Government, businesses and people to be networked and interconnected by 2016.

This is not the first e-Government project that ST Electronics has implemented for Botswana as it had also installed a Pay As You Earn and Withholding Tax system and the National Integrated Geosciences Information System for the African nation.  By adding Botswana to its list of overseas projects, ST Electronics has once again applied its e-Government capabilities beyond the shores of Singapore.  ST Electronics set up a branch office in Botswana in 2004 and it continues to look to Africa as a growth market.

ST Electronics (Info-Software Systems), a wholly owned subsidiary of ST Electronics, has 20 years of experience in designing, implementing and supporting mission critical Command, Control & Intelligence  (C2I) systems including C2 simulation.  Using its Common Application Platform (CAP) and dual use technology, it delivers Homeland Security systems and e-Government services and solutions.
