ST Electronics Showcases Its Overseas Projects
In Singapore @ CommunicAsia 2006

Singapore, 1 June 2006 — Singapore Technologies Electronics Limited (ST Electronics), a leading electronics and ICT systems house in the region, will showcase for audiences in Singapore, some of its systems that were implemented for government agencies internationally. 

Working with the customers and analysing their needs and those of their public, ST Electronics has implemented a number of solutions for its overseas market.  It brings to CommunicAsia some of these solutions that showcases its networking, C2 (command and control), ICT and e-learning expertise. Fire Services Location & Management of Emergency System (FLAMES)

FLAMES is a resource and incident management system devised for Public Safety agencies.   It has, among its many distinctive features, computer-aided despatch, incident command and control, allocation of vehicles and planning of routes, general fire-services operations support, and systems and security administration. 

FLAMES also has a built-in training and exercise feature suitable for simulated training of control room operators. We also equip public safety agencies with the latest BCR (Biological, Chemical & Radiological) monitoring solutions.

This system has been deployed in Hong Kong since 2005 as the Hong Kong Fire Services Department’s (HKFSD) Third Generation Mobilising System (TGMS) project when ST Electronics was awarded a S$96m contract to implement this state-of-the-art Command, Control and Communications (C3) System for the efficient mobilisation of fire and ambulance resources to scenes of emergencies.

The system has enabled the HKFSD to optimise their current resources more efficiently, allowing them to manage and deploy resources in a timely and efficient manner to deal with any eventualities that occur. With this system in place, HKFSD has provided a more accurate and efficient response to all emergencies, hence better servicing the Hong Kong public.

PAYE Tax System - Botswana

Botswana is one of the most forward-looking countries on the African continent, and has begun in earnest the drive to go completely electronic. With its modern outlook and rich resources, their vision is for its government, businesses and its people to be networked and interconnected by 2016.  ST Electronics has been tasked to help Botswana achieve their e-Government vision.

The Pay As You Earn (PAYE) & Other Withholding Taxes (OWHT) Systems for the Botswana Unified Revenue Service (BURS) are delivered as complete end-to-end solutions to fulfil the digitisation program for Botswana’s taxation system.

PAYE is a withholding personal income tax system through which individuals pay their income taxes on a monthly basis through their employers. The BURS is now fully digitised in the entire administration of tax collection – this includes top-ups or refunds. At year-end, employees file a return electronically, and the BURS is able to perform reconciliation comprehensively ensuring compliance. OWHT, which is part of Project PAYE, administers other taxations on income earned by foreign employees, and from dividends and construction.

African nations typically face a tax gap of 30-40%. Launched in June 2005, Botswana would be able to reduce leakages and increase their tax collection. The capital investment in the systems by the Botswana Government amounted to less than 2% of the increase in tax revenue collected, ensuring a spectacular return on investment.

Information Network System - Maldives

An expert in the field of network communications, ST Electronics had been awarded a contract to provide an infocommunication network that will connect the Maldives Government and related agencies across its 24 islands.  This will enable them to share information electronically, communicate securely and enjoy minimal disruption to services.

The Maldives Infocommunication Network that ST Electronics is designing, integrating and implementing involves the installation of a Metropolitan Area Network built over ethernet and Digital Subscriber Line (DSL) technologies.  It also includes a National Satellite Network for connection of islands; the distribution networks for the connection of sites within the islands; and a common network infrastructure for the hosting of Government applications and secured access to Internet.  

With our expertise in communication infrastructure, ST Electronics is able to offer workable, viable and cost-effective network communication solutions — wired or wirelessly.

e-Learning — Kazakhstan

ST Electronics has provided infrastructure and solutions for multimedia and e-learning in 800 secondary schools and tertiary-level institutions across Kazakhstan. This turnkey project, included the design and development, supply and installation of equipment, software and courseware.
