ST Electronics and HP consortium qualifies for
SGD1.5 Billion SOE project shortlist

Singapore, 25 April 2006 — The Singapore Technologies Electronics Limited (ST Electronics) and HP consortium - comprising ST Electronics, Cisco Systems and Microsoft - has been shortlisted by the Infocomm Development Authority of Singapore (IDA) to qualify for the Government’s S$1.5 billion IT outsourcing Standard ICT Operating Environment (SOE) project.

ST Electronics’ President Seah Moon Ming said, “Over the past 20 years, ST Electronics has established itself as a leading ICT system house for the Singapore public sector. Having successfully deployed numerous large-scale purpose-built government projects locally, we have in-depth understanding of the local environment and its needs and are able to deliver value added solutions to complement and integrate with our global partners in the consortium.”

In March 2006, ST Electronics became the first Singapore company to clinch a S$16 million infrastructure contract related to the Beijing Olympics and will design and build an integrated traffic command centre system to supervise the rapidly-expanding Beijing mass transit network.

Locally, it recently won a S$13.6 million contract to implement taxi operator Comfort Transportation’s new wireless GPRS-based taxi telematics system. Just last week, ST Electronics was appointed by the Singapore’s Ministry of Transport to develop an Information Network System for the Information Sharing Centre for the Regional Cooperation Agreement on Combating Piracy and Armed Robbery Against Ships in Asia (ReCAAP). ST Electronics has also implemented e-Government projects in Botswana and Maldives and e-school projects in Singapore and Kazakhstan.

The HP-led consortium will help the Singapore government tap into major technology transformation shifts, and develop a top-notch next-generation infrastructure that is a source of competitive advantage for the nation, according to Tan Lee Chew, Managing Director, HP South East Asia.

She added, “The consortium partners have very strong resources to draw on from a combined financial, technology portfolio that will help Singapore plug into focused innovation areas in the desktop and network environment. This will provide a simplified user experience for the 60,000 civil servants in Singapore.

“We have partnered with key ministries and government agencies to shape the Singapore IT landscape over the past 30 years, and from the people-process perspective, we now have an intimate understanding of the systems, the end-users’ needs and the governance required to build a compelling SOE experience.

“This is a chance to push the envelope for Singapore, and our entire consortium remains focused on and committed to developing an outstanding proposal.”

HP brings value to the consortium through its extensive experience in global infrastructure services implementations and is the only vendor with IT solutions from the datacenter to the desktop. Recently, it won a US$234 million, 10-year worldwide outsourcing deal to manage Avago’s entire technology operations. This includes software applications and IT infrastructure including servers, storage systems, and voice and data networks. Singapore is a key hub for the fulfillment of this outsourcing agreement.

Last year, it inked a similar S$95 million deal with the Singapore Exchange Limited to manage SGX’s data centre operations and provide IT infrastructure services.

The local consortium partner ST Electronics has successfully collaborated with HP, Microsoft and CISCO on numerous large-scale, mission-critical Government project implementations in Asia.
