ST Electronics @ Asian Aerospace 2006

Singapore, 20 February 2006 — Singapore Technologies Electronics Limited (ST Electronics) will feature state-of-the-art systems and solutions leveraging on information access and knowledge sharing to drive the next wave of evolution for the battlefield.  These include communications, battlefield networking, data management of inputs from sensors and systems which will be distributed to appropriate commands, both vertically and horizontally.

ST Electronics’ solutions, which range from distributed sensors to robust communication backbone, wired and wireless communications devices for seamless exchange of information to flexible C4I systems for battlefield management, will shape new dimensions to enhance shared awareness, shorten command latency for a higher operations pace effecting greater lethality on hostile forces while increasing the survivability of defence forces.

A quick snapshot of our new exhibits to be showcased at Asian Aerospace 2006 (21 – 26 February) is provided below for your information.  In addition, we have appended a Fact Sheet of our exhibits which will be featured at Asian Aerospace 2006.

ST Electronics Launches New Solution

ST Electronics has launched the INTEGRATED COMBAT MANAGEMENT SYSTEM (ICOMS) which integrates various systems and solutions into a comprehensive system that enables Forces to fight effectively in an integrated knowledge-based battlefield environment.

ICOMS applies cutting edge technologies to achieve full interoperability from command centres to ground units endowing them with multi-sensor intelligence, situation awareness, and next generation collaborative and C2 (command and control) tools.  

The system supports agile distributed operations, independent or joint operations environment where the military, police and civil defence agencies may work together, such as in disaster recovery or anti-terrorist operations. Users include mechanised forces, urban combat forces, homeland security units, as well as emergency and rescue services.

ICOMS comprises two key components, but is flexible enough to allow additional integration of other sensor solutions to increase its comprehensive coverage :

  • Mobile C4I System (MCS), and
  • Integrated Communications System (ICS)
  • Selected Sensor Systems and Communications Solutions that will enhance the overall effectiveness of ICOMS

MOBILE C4I SYSTEM MCS

The MCS is a component, making up the ICOMS solution.  The next generation MCS provides operational headquarters (HQ), mobile command post, military or security forces on the ground, and emergency response units with unprecedented connectivity, and C2 capabilities.

MCS applies cutting edge technology to enable full interoperability from HQ to ground units, multi-sensor intelligence, situation awareness and new collaboration C2 tools.  The system is designed to meet the challenges of distributed operations.

Users could include mechanised forces, urban combat forces, homeland security units and emergency and rescue services. The system is designed to provide for independent or joint operations environment where the military, police and civil defence forces may work together in disaster recovery or anti-terrorist operations.

The MCS design features sense-making visualisation, decision support, imagery input, distributed data management, collaborative tools and visualisation, agile networking, intelligent messaging, process tracking and assets visibility.

The real-time collaborative planning functions offer information sharing, instant messaging and whiteboard functionality to support operations planning. It enables two or more distributed operational users to simultaneously participate in the mission planning process and coordinate actions on the ground. Plans can be disseminated to mobile users in real-time. This includes dissemination of scene-of-action mosaic map to support mobile devices, common view of planning processes, and all round visibility of the scenes of action. Innovative connectivity architecture and input applications also allow the system to overcome difficult spatial and environmental challenges.

INTEGRATED COMMUNICATIONS SYSTEM (ICS)

ICS allows and integrates various forms of voice and data communications. ICS uses Internet Protocol (IP) and Voice over IP as the common protocol for integrating heterogeneous systems into a common seamless communication grid. It is capable of integrating various voice (e.g. GSM, PMR, VHF and HF radios) and data means (e.g. LAN, WLAN, SATCOMS, TCS and data radio).

AUTOMATED REAL-TIME TRANSPORT MANAGEMENT SYSTEM (ART)

ART forms part of ST Electronics suite of solutions which can greatly enhance the ICOMS solution as it provides users with a comprehensive picture of their available resources.  It is developed to meet the needs of large-scale integrated transport service providers. This includes the enterprise transport lines (military, police and helicopters and ambulances operators), despatch, hospitality and marine services. The system allows unstructured transport tasks to be planned and organised in real-time to satisfy the following objectives:

  • Forward planning as well as real-time management of transportation tasks through automation and decision support functions,
  • Provide friendly customer interface and responsive services to customers,
  • Manage customer relationships through data analysis and information access,
  • Manage driver resource and performance,
  • Monitor tasks and schedule progress through assets visibility and decision support,
  • Facilitate real-time task-to-task assignment and reassignment, navigation guide, safety management and violation alerts,
  • Provide progressive asset maintenance to minimise vehicle downtime and economise on costs.

The system ensures maximum efficiency, achievement of safety records and minimise costs.  It also attains a professional service standard hitherto not seen in this industry. The system is highly scalable and customisable so as to cater to fleet size, service characteristics, and operator budget.

While the Integrated Combat Management System (ICOMS) provides a solution for more effective combat management, ST Electronics also offers a range of Sensor and Surveillance systems that can be integrated to provide users a flexible and more comprehensive solution.  When linked through the various communications systems, users will experience an enhanced awareness and efficiency to fight effectively in an integrated knowledge-based battlefield environment.

SATCOMS-ON-THE-MOVE

The Integrated Communications System (ICS) forms the communications backbone of ICOMS and connects the various communication systems to offer a viable integrated mobile solution.  Satcoms-On-The-Move is one of these communication solutions that will provide users, for the first time, with wide range of broadband communication applications while on the move from inside a vehicle.
Satcoms-On-The-Move is a great addition to our range of solution portfolio. It changes the paradigm of communication as it enables users in the field to have broadband communication on the move.

The dashing aesthetic and aerodynamic design has a very light weight for roof-load and a low profile for the outdoor unit to support common vehicle roof footprints.  Satcoms-On-The-Move solution comes with in-motion broadband connectivity with wireless LAN option as well as fully automated satellite acquisition and link establishment.  In addition, it has on-the-move satellite tracking function and in-built interference protection against antenna mis-pointing thus ensuring high availability of service to users.

MULTI-MODE SATELLITE MODEM

Another communications solution that can be added to the host of communications solutions is the Multi-Mode satellite Modem is capable of operating in three different modes, namely CDMA, IESS and PSK. Its ability to operate in an interference scenario as well as the potential reduction of interference from the adjacent satellites makes it adaptable to operate reliably in a dynamic and diversified communication environment.  The Multi-Mode Satellite Modem is designed with improving the return-on-investment of our customers in mind. The CDMA carrier of our new product can overlay on existing SCPC carriers and thus improve bandwidth efficiency as well as user access capacity.

Multi-Mode satellite Modem can also act as a versatile computing platform when incorporated with the necessary software. With the advanced DSP algorithms, the performance of the product is enhanced and high reliability of communication link ensured. A number of built-in IP networking functions such as bridging, IP static routing and DHCP makes setting up of IP networks very user friendly.

LOW COST WIDEBAND WIDESCAN MULTIBEAM ANTENNA ARRAY SYSTEM

Rotman Lens is a passive, low cost, True-Time Delay (TTD) beamformer for a Phased Array Antenna technology. Integrated with a suitable Antenna Array, the Rotman Lens is able to provide simultaneous multiple beams.  As it is a TTD device, there are no beam squints problems commonly associated with Phased Array Antennas that are implemented with traditional phased shifters.  The systems is suitable for communications, radar and EW applications.

3rd GENERATION SURVEILLANCE & SENSOR SUITE (3G-3S)

Part of a suite of sensor solutions that can broaden the effectiveness of the overall ICOMs system is the 3G-3S.  3G-3S consists of three systems namely Intelligent Vessel Traffic Service (iVTS), Intelligent Command Management System (iCMS) and Intelligent Surveillance Management System (iSMS).

iVTS is an enhanced Vessel Traffic Service (VTS+++) used to ensure safe navigation of ships visiting or leaving a seaport.

iCMS is used as a command station on board the Command Ship of the Port Authority for search and rescue or any crisis operations such as oil spill cleaning etc.

iSMS is an enhanced Coastal Surveillance System (CSS+++) for detecting illegal vessels or boats.

Key features of this suite are :
  • Scalable functions to match customers’ actual needs.
  • Network centric sharing of data/information among iVTS, iCMS and iSMS to form a holistic and integrated maritime picture for operations such as security, surveillance, safe navigation, crisis management, etc.
  • Superior performance and cost effectiveness:
    • Using the state-of-the-art digital signal processing technique “Track Before Detection” for the detection of small targets. First in the world to be implemented on a PC platform.
    • Using special digital signal processing technique for detection of oil spills and wave heights.
    • All hardware ie. radars, computers, displays, etc are commercial-off-the-shelf (COTS) resulting in high reliability and extremely low lifecycle cost.

SNIPER COORDINATION SYSTEM (SCS)

The SCS is part of a suite of sensor solutions that offers a fighting force a coordinated team that can be deployed effectively when integrated as part of the overall ICOMS scenario.  Optimised for low intensity conflicts, homeland security and hostage situations, SCS gives the commander unprecedented control over sniper teams.

The system enables data and image transfer and communications with up to 4 sharpshooters simultaneously. It enables the commander to see which target each sniper is aiming at, to determine if the target is friend or foe and to transfer orders to the sniper – silently, if necessary.

SECURITY REMOTE OBSERVATION SYSTEM (SeROS)

SeROS is a cutting-edge, remotely controlled, observation system designed for medium range surveillance and perimeter security applications.  SeROS features a high quality colour, day CCD (charge coupled device) camera with 10-200mm zoom lens and a Silicon Bolometeric uncooled thermal imager with a 60 / 80mm lens.

Both observation channels are enclosed in a robust housing as a single integrated stand-alone observation module. The SeROS is mounted on a highly accurate lightweight MCS-25 pan-and-tilt pedestal creating a small sized and cost-effective surveillance system which can be installed on towers, buildings, masts, mobile masts, various types of surveillance vehicles and integrated to electronic fence mobile alarm systems.

MINI TURRET

The Mini Turret is a stabilised day/night surveillance camera specially for moving platforms and quick mobile applications. It is developed for patrol crafts, unmanned crafts and mobile surveillance systems.

ROUND CORNER FIRING (RCF) UNIT

The RCF device enables the soldier to aim and accurately fire around a corner without exposing his body. With the RCF device, soldiers can deal with deadly threats that lurk around corners and barricades more effectively than before.  The RCF unit allows soldiers to aim through their weapon optical sight via a camera and LCD display, thus enabling them to shoot around corners. This capability increases stealth, reduces the soldiers’ exposure to enemy fire, thereby enhancing their survivability. The RCF device is fully compatible with the scope of the SAR 21 and can also be integrated with other assault rifles with scopes.

The RCF’s features and benefits
  • Aiming through weapon optical sight via camera and display allows the soldier to ‘see’ around corners
  • Multiple positions for viewing and easy and quick mounting onto weapon optical sight
  • Camera flips sideways for normal weapon firing by just one action
  • No modifications required to weapon and no bore-sighting required on RCF Unit
  • Enhances survivability through reduced exposure to enemy fire

INTEGRATED MISSION REHEARSAL SYSTEM

With the systems and solutions for an efficient fighting force in place, it is important that suitable training be provided.  Simulation training is a cost effective way of ensuring that costly resources are utilised and operated correctly and effectively.

ST Electronics provides simulation and training solutions to address this need.  It will showcase a solution for inter-service training and/or co-ordination that comprises:

  • Commander training (in a joint environment)
  • Forward Air Observer training
  • Intelligence training
  • Air support

The air operations exhibits aim to develop individual skills in tactical maneuvering and destinating target, as well as encourage collective training in air combat and air support.  It comprises:

  • Distributed Mission Fighter Station (DMFS)
  • Unmanned Aerial Vehicle (UAV) Simulator
  • Game based helicopter simulation system

The land operations exhibits will highlight multi-level Army Battlefield Simulation (commanders and staff operations up to battalion level) and intelligence operator training. It comprises:

  • Commander Tactical Trainer (CTT)
  • Surveillance Balls

ADVANCED COMBATMAN SYSTEM (ACMS)

The ACMS is the centre-piece of a highly integrated structure of manned and unmanned platforms, air and ground, weapon and sensors assets.  This seamless integration results in a more effective and efficient, unified combat force, significantly enhancing co-ordinated operations between the intra- and inter-fighting units – allowing the soldier to see and fight better on the battlefield.

Leveraging on technology, the ACMS enhances the soldier’s lethality, situational awareness and survivability. The soldier is equipped with a battlefield monitoring system, navigation capabilities that enables him to manoeuvre quickly and accurately in engaging enemy targets from unexpected directions. He is part of the digitised battlefield that provides a superior situation awareness, allowing him to make informed decisions and take quick action.

With improved weaponry, such as the Round Corner Firing, the soldier’s survivability is enhanced as he can fire around corners, from behind cover and from remote platforms while minimally exposing himself to enemy fire.

ST2800 EMERGENCY INTEGRATED COMMUNICATION SYSTEM (EICS)

The SuperneT™ ST2800 EICS is ideal for emergency service, public safety, and military C3 (command, control and communications).  Its distributed and redundancy architecture makes this feature-rich system cost-effective and easy to operate, while ensures high survivability and availability.  It addresses the operational needs for integration of disparate systems to deliver a complete suite of voice, data and multi-media services to fixed and mobile user terminalsEICS facilitates interoperability between different agencies to achieve closer co-ordination and faster response during disasters.  It also enables interconnectivity between remote command centres to share resources and information.

Based on Voice over IP (VoIP) and Radio over IP (RoIP) technologies, EICS is easily scalable and expandable to extend its services remotely over the network.  As EICS adopts open standard interfaces and protocols, it facilitates integration of the various COTS and application specific communication systems that include: digital/analog trunk and conventional radio systems – eg, 911/999 emergency telephony system; GSM/3G cellular systems; messaging systems; video conferencing and streaming systems, etc.

The EICS can be installed in Fixed Command Centres for emergency calls despatching, co-ordinating and monitoring.  The system can also be deployed in Integrated Mobile Command and Communication Vehicles and networked to provide wider service coverage.

RUGGEDISED DISTRIBUTED COMPUTER – dPC 800

Fully qualified for mobile command, control, communications and computer (C4) applications, dPC 800 is the ideal ruggedised computer for use in tracked vehicles. Powerful and robust, the dPC 800 is designed and tested to the stringent criteria of MIL-STD-810E.  With its flexible and versatile configurations, dPC 800 is able to meet specific users’ requirements.  Its multi-function expandability can include additional features such as PCMCIA, multi-serial port cards, etc.

This unique distributed architecture of this high-end rugged system is the answer to space constraints in any vehicle. Modules can be mounted on different locations of the vehicles to maximise space. Understanding that not all components require frequent system upgrades, dPC 800 is an economical solution offering, allowing individual modular upgrades instead of costly, full-system upgrades.

mini V®

Designed to work with Intelsat’s constellation of C-Band satellites globally, the revolutionary miniV enables high-speed data and voice services on a lightweight and micro-sized VSAT terminal.  Believed to be the smallest in the world of its kind, the miniV presents a full range of value-added services such as concurrent voice and data transfers, voicemail and SMS. These are in addition to the standard range of application enhancements supporting data-casting as well as bandwidth and cost management together with service level agreements. 

The miniV not only permits portability, but also enables corporate users to inexpensively extend their networks to remote locations.  All services typically found within a corporate LAN or WAN are also available to remote miniV users. These services may include Virtual Private Networks, Remote PABX functionality and typical supplementary services.    

NEMIS

The NEMIS is a state-of-the-art, third generation focal plane array (FPA) thermal imaging camera. The system is compact and lightweight, and can be used for long-range observation (to more than 1.5km) and surveillance purposes.  The NEMIS is ergonomically designed for optimal performance and is a cost effective thermal imaging solution for both military and non-military applications.

CORIS (HANDHELD UNCOOLED TI)

CORIS is a low cost, compact and lightweight thermal imaging camera developed especially for homeland security applications, namely SWAT, police force, security professionals and search and rescue teams.  It utilises a 320x240 uncooled microbolometer focal plane array (FPA) to detect heat signature through darkness, rain, dust, smoke and fog. Its low power design enables continuous operations of up to 8 hours. 

CORIS has heat sensitivity of <0.1 degree Celsius thereby enabling it to detect human sized target up to a range of 600m. It can be supplied in either RS170 or CCIR video standard format. Its selections cover between manual or automatic gain, level control and video white or black hot. External communication via RS232 enables the sight to be remotely controlled.

URALIS UNCOOLED THERMAL SIGHTING SYSTEM

The URALIS, an uncooled thermal sighting system, is developed locally using 320 x 240 microbolometer detector for optical performance.  It is lightweight and ergonomically designed for handheld as well as for mounting on different kinds of weapons and equipment, using different adaptors.  It can be used for military as well as non-military applications.  

THERMAL NIGHT SIGHTING SYSTEM (TNIS)

The TNIS is generic thermal imaging system developed for various applications, including for ground-to-ground and ground-to-air applications.  It can be mounted for different kinds of weapons and equipment, on vehicles and patrol crafts.  It uses state-of-the-art 3rd generation FPA (focal plane array) thermal imaging system.  It has an effective range of more than 5 km. 

COBALT ST3130 - RUGGED LIGHT CONSOLE

The COBALT ST3130 Rugged Light Console system utilises light material and structure, and the latest commercial-off-the-shelf electronic technology to provide multi-functional interactive man-machine interface for operators. The system is airborne-ready and is also suitable for light vehicles or vessesl, and enables customers the flexibility to use industry standard or customised application software to realise their functionality over a range of command & control applications.

Its compact size is suitable for small cabin environment, and modular construction for ease of installation in confined space.  The wide screen super fine color LCD display is suitable for 2-in-1 screen display and minimises the use of premium space in the compact environment.

AttoCycler™ & AttoChip™

The AttoChip™, is a disposable reaction array biochip capable of performing multiple DNA testing. It utilises capillary action, where the reaction mixture is drawn into the respective reaction chambers without the aid of external supporting systems, reducing skilled labour intervention and contamination.  The AttoCycler™ is a fully integrated amplification and detection system for real time analysis.
